Hi Anonymous,
The itchiness you are experiencing could be a number of things. Do you have skin sensitivity elsewhere, besides for your breasts? Did you recently start using a new lotion, or soap? You may want to try switching to a non-irritating lotion or soap to see if it's just dry or irritated skin.
However if you are experiencing other symptoms such as redness, warmth, pain in the breast, and dimpling in addition to the itchiness, you may want to get it checked out to rule out an infection or some other condition. It also may be important to note that most women's breasts are not exactly the same size. One commonly is larger than the other one. Here is more information on that. I realize this is geared toward adolescent girls, but it also explains what is considered "normal":
