Yes, I would take him to the E.R. if he had an accident and is complaining about a hurt leg---he could have an injury that you would want to rule out.
You may also want to find another pediatrician who can talk with you about behavior issues and/or if this is a form of your 2.5 year old trying to get your attention/communicate (behavioral) versus ruling out possible physical conditions. A child psychologist could help discern the difference between behavioral or physical condition, too!
Please rule-out injury first...let us know the update!
