Well, at least the baby will receive care and the parents will be able to join her soon, maybe by tomorrow, thanks to the Canadian government officials who are helping them get emergency passports. Hopefully this story will end up with a happy ending. But I wouldn't be so quick to judge that this is "rationalized" healthcare. Or that the Canadian government doesn't care. What the article doesn't say is what kind of care the newborn needed. Apparently she couldn't get the kind of care she needed at her local hospital. Maybe she needed a level 3 NICU as opposed to a level 1 or 2. Who knows. It's good to know that there were options available to her, even though it meant going across the US border.
