I had the same issue for over a year. After multiple dermatologist opinions, changes to my diet, antibiotics, and creams galore, nothing was working. Allergy pills did not help. Changing cosmetics/shampoo/face products didn't help either. I even had my house tested for mold. I was so frustrated - my eyes were so swollen, flakey, and irritated.

It turns out that my Tide laundry detergent was the culprit! My eyes would always be awful after sleeping because of the proximity to a Tide-washed pillowcase. After switching to a natural detergent, my eyes are finally back to normal. If the eye itself is fine and only the lid/skin around it is puffy/tight/flaky, you could be having the same problem. If it's not pink eye and not blepharatis, then look around in your environment and try to find correlations between the flare-ups and some sort of chemical. Whether it's nail polish, laundry detergent, makeup, face wash, perfume, fabric softener - whatever! I recently wore a shirt that had been washed with Tide and my eyes flared up again - I changed the shirt and they were back to normal in a few hours. I know how frustrating this problem can be - don't give up! Best of luck.
