I had the same problem. I went to eye doctor instead of dermatologist. I was diagnosed with dry eye syndrome. Doctor proscribed antibiotic+steroid eye drops. Flakes and itchiness have gone away. I started to use Sustain over the counter for dry eyes to avoid bringing the syndrome back. I had this because I'm just 40(when hormones start changing) and I used contact lenses excessively long time. Also picking up for contacts work with dry eye syndrome is very important if you are wearing contact lenses. According to a research in Korea %10 of the tested school children created dry eye syndrome. Researchers related the reason with using smartphones, computers and TV . Effected childrenare the ones never drops one or another during a day period. I hope this helps.
