Many women's cycles are irregular, meaning they fluctuate from 23 days one cycle to 28 days the next cycle. This is normal, and a normal cycle can be anywhere from 21-35 days. So, yes, 27 days can be normal. You mentioned that 23 days is your typical, and so it is difficult to say if you are having a longer cycle this month due to pregnancy, stress, prior illness, new medication...any number of reasons.
Do you have reason to suspect that you are pregnant, as this is the primary reason that women do not have their period. If you have had unprotected sex after your last period, then there is a chance you could be pregnant. You can take a home pregnancy test anytime you have missed your expected period.
