I can certainly understand why you would be worried about your period being 3 weeks late but at your age that is actually relatively normal. Many teens tend to have irregular periods for some time after getting this first period. For some it will only last a few months for others it may take years to regulate.
You may skip a period one month, have a longer period the next, and a shorter one the following month and still be considered to have a regular cycle. I have included some more information for you to read, I think it will help you better understand your monthly cycle. Good Luck!
