Hi Anon - You've asked some interesting questions - there are an awful lot of commercials these days about various machines and devices that promise "six-pack" abs and more.

The type of machine you mentioned is not viewed as very effective at either reducing fat or supporting the development of strong muscles. Safety is in large part dependent on how the operator uses the device.

If you goal is to develop strong abs then an exercise program would be of greater benefit. Here's a link to information on the best and worst abdominal exercises from fitness trainer Phil Kaplan. He also provides information on a controlled study of an electronic stimulation device which showed there was NO difference in the results of those who used the device vs those who didn't.
