Yes, this would be considered "dry sex", "humping" or "outercourse". It is actually a great form of "safer sex", as there is no penetration, no exchange of bodily fluids (semen or vaginal secretions), so the chances of pregnancy are zero. There are still STDs that can be transmitted from skin-to-skin contact (hand-to-genital), and we can provide more information on this if you would like.
