I heard back from my friend, and here's what she had to say,
"I don't think that has anything to do with her DepoProvera. It sounds like something similar to a pimple or what some would call a boil, likely a folliculitis. If it remains tender or she continues to have a bump she should have it looked at as she may need antibiotics."
