The "sugar" pills (or non-active pills that do not contain any hormones) do not effect your cycle if you do or do not choose to take them. You can consider them more "reminder" pills, as they just help remind you to take a pill every day, so that you can begin your new pill pack (starting with the active, or hormone-containing pills) at the correct time/day.

If you deviate from your prescription, meaning if you begin taking the active/hormone-containing pills later (you mentioned starting a new pack 8 days later), then you would be at an increased risk for pregnancy, and would need to use a condom until you have 7 days in-a-row of active pills (that is only if you miss an active pill, or decide to take one starting at a later date).
