Susan gave some great advise, but being a licensed aromatherapy coach I wanted to give you a bit of caution. Tea Tree oil is not advised to put in the eye or near the eye. If it is not therapeutic grade essential oil it could be adulterated and cause more harm than good.
Therapeutic grade lavender has been known to help in blocked tear ducts, Use one drop on your finger and rub across the bridge of the nose. twice a day. You may also try rubbing lavender on the reflex points for the eyes on the feet. Those points are your second and third toes.
