By googling Personal Emergency Response System one can find the providers of these services. They often have a monthly subscription rate. There are also articles about how to compare them, and the questions to ask if you are considering a subscription. The app in my "share" is another approach / solution. You are right, though, it does assume that the person can reach their phone or ipad, which may not be the case for many emergencies.
