In principle, sperms cannot traverse fabric to climb the vagina to cause pregnancy. However, if the clothes are fully saturated with semen- touching the vaginal wall, evidently while in intromission( penis inside the vagina), the possibility is there.
As for pregnancy possibility prior to ejaculation, though it is not as high as when at ejaculation, the preejaculatory liquid that involuntarily seeps from the penis may contain some spermatozoa, and theoretically could rarely result in pregnancy( and sexually transmitted disease).
