Less than 5% hCG usually is a sign of not being pregnant. However, the hCG level usually rises as pregnancy progresses, doubling every 48-72 hours until 11-12 weeks of the pregnancy, so wait a couple days and retest if you period still doesn't come.
Having tender breasts is a positive sign. I wish you and your husband the best. Let me know if you take another test later this week and the result.
