Hello, and thank you for sharing your question with the community.  

In the first few months of getting a period it is normal for them to be irregular and even erratic.  However, 14 days a part is very frequent and I suggest that you give it special attention if it doesn't calm down in the next few month.  I suggest that you see how her next 2 or 3 cycles go.  If they are still very frequent you should see a gynecologist.

The gynecologist will most likely give you the choice to wait it out or have her take birth control pills.  Having her take birth control pills at such a young age can seem imprudent.  However, it is an efficient way of helping the body reach a hormonal balance relatively fast.  Once she has reach that stability she can stop taking them if she wants to and if you think it is best.
