The number one concern, that I see, is the safety and wellbeing of your grandchild. This concern will of course increase greatly when they are not living with you any longer. So, I want you to be aware that anyone can report child abuse or neglect to Child Welfare.
Your son may love his girlfriend but perhaps she is not equipped to me a mother and therefore should not be your grandson's main caretaker. Child Welfare would help place your grandson in the home of whoever would take care of him to best (probably you or your son.)
Your son may resist the idea, however when the safety of a child is at risk, sometimes it is best to get the experts involved. So I suggest that you discuss it with your family in order to find best situation for your grandson.
