Just as you suspected genital warts can occur any where on the body including: vagina or anus, the cervix, thighs, lips, tongue, throat and hands.
If you think you have genital warts on your lips you should see a doctor. Some times the issue will resolve itself and you should use the usual precautions such as condoms and general cleanliness.
