You cannot get pregnant from this scenario. A woman cannot get pregnant unless she has unprotected sex (no clothing as a barrier) with ejaculation inside her (or rarely) on the opening of her vagina.
Pre-ejaculate does not contain sperm. It can pick up sperm remaining in the urethra (the tube through which urine and semen pass) from a man's previous ejaculation. But once he urinated, any remaining sperm would be flushed out.
