There is no risk of pregnancy from this scenario. Your underwear was a barrier, preventing genital to genital contact which you would need in order to get her pregnant (i.e. penetration and ejaculation inside or rarely at the opening to her vagina.)
Pre-ejaculate fluid in itself does not contain sperm. But, it can pick up sperm remaining in the urethra (the tube through which urine and semen pass) from a previous ejaculation if you did not urinate after.
She should see her doctor if she feels she may have an UTI.
