You're already doing all you can to turn him on including giving him oral sex. It sounds like he's fine with that and doesn't necessarily want more. I doubt very much after doing video sex and getting oral sex that's he "waiting" to have sex with you but perhaps he is. It sounds like you'll just have to go with the flow for now and not rush things - you can't make someone do something he isn't interested in doing.
