There is zero risk of pregnancy if you washed your hands. It doesn't matter that you didn't dry them. You don't wipe your vagina when you urinate, you wipe your vulva/urethra/genital region. The vagina is located inside the body. Wiping like this would not cause any kind of sperm transfer.
