These may be hemangiomas. These are little blood vessels that can appear on the skin. You may also hace something called keratosis pilarus - harmless small red bumps on the skin that cluster, especially on the upper legs and arms. Lactic acid lotion can help.

It sounds also like you may have an allergy to something. These dots could be a reaction to a good or cream or some substance you ingest or place on you skin. Getting an allergy test is a good idea.
