The 21 days of pills before breakthrough bleeding prevents ovulating so when taken correctly, a woman doesn't ovulate during the 7 day break. The bleeding is due to hormone withdrawal but restarts on the day 1 of the Pill. This is why there is no need to use protection during those 7 days.
