I had never heard the term, so I was also curious about them. Oddly enough, I had one years ago, don't know why, and I don't remember how I got rid of it (wasn't by applying blood root, though).
Skin tags, "acrochordons," are benign "polyps" that form, it is believed, from friction, are connected to the skin by a very thin "stalk," and are, apparently, often found on overweight people.
