I would start with your general practitioner, but they may refer you to a specialist like your eye doctor, or a headache specialist depending on what they think may be the cause of your sensitivity. I still think 20 years dealing with it, and if you already are trying to offset effects by drinking fluids, wearing protective clothing, and using protective eye wear, there may be a bigger issue going on, or some type of deficiency that's causing you to react so violently to sun exposure. It may be worth your co-pay to investigate it further and not have to avoid the sun completely.
