Without penetration and ejaculation, there would be a very slight chance of pregnancy...very slight.
The important things to know are:
1. You can get pregnant at any time in your cycle. Unless you know with precision (and tracking methods) that you ovulate on a certain day--and this can change from cycle-to-cycle so you must track every day--then the chance of pregnancy is there at any time. Women's body can change as it reacts to the environment during once cycle, and you can ovulate anytime between the 7th day to the 21st day in your cycle, possibly other days as well...it really is that varied. There is no "safe" day.
2. Every man has "precum" on his penis when his penis is erect. That is part of the process of a penis becoming erect, some pre-ejaculatory fluid will come out on the tip of the penis. It may/may not contain sperm (usually does not). This fluid is usually difficult to seen, and is easily wiped off onto clothing.
3. Rubbing genital-to-genital is usually not a high risk activity for pregnancy by itself, but factor in a man's ability to not ejaculate at a certain point, and that puts all the power and control (and wishful thinking!) onto him...don't let his penis near your vagina without a condom unless you are OK with the chance of an "accident" happening! It can happen in a second, and the worry you are going through right now is easily solved with just a condom.
Let us know when your period starts!
