Honestly, in my opinion and experience, this is not proper prenatal care. I don't know where you live but my experience as a nurse and woman who had 3 pregnancies is limited to the New York City metropolitan area.
There is more to a prenatal office visit beside checking the fetal heart beat. Even if you call after office hours, there is a phone exchange that forwards the message to the physician or covering physician.
What are the other health care options in your area?
