There is a big difference between developing muscle mass and putting on fat.

Start the plan with a discussion with your primary care physician. From the limited information that you have shared, I do not know your age, gender or overall health status.

Eat a healthy well-balanced diet. Consume the correct amount of a calories for your gender and age. Include protein in your diet. Good sources are lean meat, poultry, eggs, cheese, and fish. Avoid empty calories found in fatty or sugary foods.

Exercise regularly. You should be keeping whichever program you are doing to no more than 1 hour of duration. Be sure that you are focusing on keeping the intensity high rather than making the workout drag on.

Strength training exercises and lifting weights can help build muscle. Always check with your doctor before starting an exercise program, especially if you are relatively inactive or have any health conditions. Start out slowly and progressively increase the amount of your daily exercise.
