Rubbing the penis against the outer pubic area does not carry a risk for conception.

Pre ejaculate fluid itself does not contain sperm. There is the potential for sperm to remain in his urethra from a prior but recent ejaculation. Once he urinates, any stowaway sperm is flushed out.

There is the risk for pregnancy when you have unprotected intercourse, that is penetration of his penis into your vagina, and ejaculation of semen, during your fertile period, which is just days prior to and on the day of ovulation.
