Can a person develop thrombosis in their left foot?

I am 53 and currently on alot of medication for heart failure. My left foot / heel pains 24/7 and i cannot stand on it. My left foot swells up

DVT is most often seen in the leg but can also occur in other places on the body, including the foot. However, a swollen foot can be an indicator that you may have DVT (anywhere in the body) or it could mean something else - including a kidney condition. Don't ignore swelling, especially if you have poor heart health - you need to report this to your doctor asap.
