Can veneers be put over crowns

Generally, crowns need to be removed because the veneers over them will make the teeth far too large/thick. A very thin veneer could be used but the crown might be visible underneath. A dentist can help you further.
As to the cost - all dentists charge different amounts; you will need to shop around, based on your budget.
