Hi,
I will have to do some more research on this, and get back to you! Everything I have read about losing weight says that, unfortunately, we are not able to "spot treat" areas, whether they be problem thighs, love handles, breasts, back, stomach, chin, arms, etc.

We had a discussion about Can you change being naturally apple/pear shaped or bottom/top heavy?, and you might find this information useful.

- I'm curious what you have tried in the past?
- Do you have weight to lose in other areas, or are you just concerned about your breasts? I assume "top heavy" is not referring to other parts of your body that are considered "on top" (arms, shoulders, chin, etc). (Just want to make sure!!).
- Do you currently exercise and eat healthy? Can you tell us more about this?
