my skin around my clitoris is white and mildly painful all the time

There is one condition that fits the description of your symptoms.  It is called Lichen Sclerosous.  This condition usually heals on its own, but can also be treated by a doctor.  Treatments include, Corticosteroid ointments or creams, Elidel, Protopic. 

I suggest however that you have it examined by a doctor to confirm a diagnosis and treatment.
