In order to get pregnant, some of the man's pre-ejaculate or ejaculate fluid MUST enter your vagina. This can't really happen if you both have clothing on. However, if, for instance, you both just had underwear on, it's very possible for his penis to touch your vagina, and that's enough for some sperm to enter your vagina.
I assume that by dry sex you mean sex where both of you are clothed but are rubbing back and forth on each other until he orgasms, right? In that case, no, you cannot get pregnant. Again, however, if there is any way that the ejaculate fluid can enter your vagina, then you can.
Pre-ejaculate is just the few drops of fluid that are there even before a man ejaculates, or comes. So any insertion of the penis into the vagina, even without ejaculation, can have some of this fluid with it.
