At 14 it is pretty normal not to have large breasts. I'm guessing part of what you are seeing is a lot of push up bras. You are still developing. Your breasts will likely get bigger in the next 4 years. Along with puberty, weight plays a role in breast size.
There are a lot of bras out there right now that can do a lot with what you have. Victorias Secret, for example, has made millions on making smaller breasts look larger. So your bra choice can have a big impact.
That being said, I hope you can find a way to be happy with your body. If you are healthy and active and feel good, it is really important. That may sound like old lady talk, but many women spend much of their lives feeling inadequate about their bodies only to realize in hindsight they really were beautiful. Please find activities you love and you will find a way to feel powerful and at peace with your body.
It's one of the best gifts you could possibly give yourself. Thank you for writing.
