Breast cysts are fluid-filled sacs that can coincide with the menstrual cycle. Often times, doctors take a "wait and see" approach to dealing with them, and don't remove them unless they are particularly large or painful. In women who get them, it is not uncommon for them to reoccur. Some doctors believe breast cysts could have something to do with an over-production of estrogen. It is best to work closely with a trusted doctor in these cases to make sure proper treatment and monitoring is carried out.
