Toddler Safety at Beach: Floating Device or Life Jacket Recommendation?

Well, I've tried two different types of life-jackets and swimsuits with floating-devices built in, and neither worked!

What have you used when taking your toddler to the beach? Around the swimming pool, he just wears swim diapers/swim shorts, but I'd like him to have something else for playing at the beach.

What we tried so far:
1. A full-out life jacket, with neck support..he was terrified of it and could not move. So, at the beach, this would be off more than on.

2. A swim suit (neck to knee-length) with built-in foam floaties at chest and back. He as OK with it out of the water, but in the water the flotation device crept up and seemed to push his neck up, and covered his mouth. I bought his appropriate size (and the smallest size it comes in).

I was told not to buy arm floaties, as these push kids' faces forward into the water if they can not swim. (He is not even 2 years old yet).

What else should I try?! What has worked for you?
