It may very well be a condition called "Pearly Penile Papules". This is a harmless disorder, but people might mistake it for an STD or some form of warts. As far as I know, you can't get rid of them, but there may be a surgery to fix it. However, without seeing a picture, it's really hard to tell, since only you know what they look like.

I highly doubt they are related to hair, as hair grows from the dermis and the pores from which they grow are not able to physically felt and are extremely hard to see with the naked eye. The only part of hair that is above the surface is the shaft. If a hair is pulled, bulb and everything, you wouldn't be able to feel any raised bumps from where the hair was removed. Now, they MAY be arrector pili muscles, which are very tiny muscles responsible for "goose bumps". These muscles aren't under your voluntary control, so it's possible that they are contracting and, because the skin down there is very thin, becoming visible while contracted. That's just a guess, though.

It does not sound like any type of STD or dangerous condition, but you should really get examined by a doctor if you are worried. Hope this helps.
