If your partner literally touches his penis on the outside of your vagina for only a few seconds while you were menstruating, there would not be a chance for pregnancy.
My only concern is that some women, after-the-fact, are remembering that it was only a few seconds of genital rubbing, or there was only on the outside of their vagina when in fact there was penetration. If you know that there was no penetration, the penis merely touched your vagina on the outside for a few seconds, then there would not be a chance of pregnancy since you are actively menstruating.
