Anon is right. Women's hymens break through ways other than sex or masturbation.

But it seems to be critical to your culture that it is intact. The hymen is a thin membrane that is inside the opening to the vagina.

The "lips" that you talk about are the labia. They are actually outside of the vagina. Here is a diagram of female genitals, which shows that the hymen is just inside the vagina. The hymen doesn't cover the opening in the vagina completely; it also has a hole in it (where menstrual blood and tissue exit):

What you read on the internet -- about the hymen possibly breaking if you masturbate -- probably had to do with masturbation that involved the inside of the vagina, not just the outside. It might have been referring to using fingers or a vibrator to enter the vagina, which could cause damage to the hymen.
