I am wondering if it is actually your urethra you are seeing, or something like the Bartholin's glands inside your vagina? You said "inside your vaginal lips", so I am not sure if you are referring to your "inner lips" (or labia minora) or inside your actual vagina? The Bartholin's glands have been described as looking like a "teeny penis" inside a woman's vagina, so I wanted to be clear that we are talking about the same part of your body.

So that we are on the same page, here is a written description of what you find inside your vagina, as well as inside and outside of your "lips": Sexual Anatomy of Female from Our Bodies, Ourselves.
And, if you don't mind images of the female anatomy (this is a medical illustration only), this may help as well: Medical illustration of vulva. As you can see, the urethra is inside the labia minora, but not inside the opening of your vagina.

Anyways, it may be your urethra that has the bump on it, or a gland inside your vagina, and I just wanted to make sure you are covering all of your bases with information!
