I'm sorry you are going through this. PCOS is a frustrating issue. The constipation and vaginal dryness you are describing may be side effects of the Clomid. Here is a link to official FDA info on the drug: http://www.drugs.com/pro/clomid.html
Conceiving can be extremely difficult with PCOS. We have a pretty good library of information on this syndrome here at EmpowHER https://www.empowher.com/condition/polycystic-ovarian-syndrome Perhaps some of this information can help you.
Are you still on the Provera, or have you stopped? Usually stopping is what induces the cycle. PCOS can be difficult, and it is different in everyone. Have you spoken with your doctor again about what is going on and your frustrations? There are other medications and methods to try to get things going again.
Women's Health.gov has a small information page but at the bottom if you scroll down there is a large list of helpful resources. Maybe some of these will help you learn more about the syndrome and treatments. http://womenshealth.gov/faq/polycystic-ovary-syndrome.cfm
I wish you luck. Please let us know if we can help you further.
