Yes, it is normal. If you read the side effects on your Plan B, it says that menstrual irregularities or breakthrough bleeding can occur after use. The light bleeding you experienced after Plan B may have been breakthrough bleeding instead of your menstrual period (it is just bleeding in-between periods), and this is normal and not harmful.

Your next period (or two) may not begin when you expect it to, and this is normal too. Two negative pregnancy tests have been confirmed, so just continuing using safer sex practices, use a condom correctly (human error is the number 1 reason for condoms tearing, and is common! use enough lubrication on inside and outside of condom to prevent tearing, and be sure to avoid tearing the condom mistakenly with rings, fingernails, etc).
