Let me point out that pre-ejaculate fluid only contains sperm if the male has previously ejaculated, such as with masturbation. Some sperm can remain in his urethra, but it is flushed out when he voids.
If there was semen on his hands and he touched your outer genitalia, then a slight risk that one sperm, that is all it takes, could have entered your vagina, which is inside your body.
