At 5'1 and 106lbs, your Body Mass Index (BMI) is 20-- anything between 18.5-24.9 is normal. The BMI is meant to measure the amount of body fat in your body. Although the number is fairly accurate, actually checking your body fat with a caliper would be even more accurate. 

Your BMR or Basal Metabolic Rate is: 1327.6 which means that if you stayed in bed all day, you would burn 1327.6 calories. If you are exercising 45 minutes per day and you are not losing weight, then you may have to change your exercise program from low intensity to something with higher intensity such as running, cardio classes, etc. You can do dumbbells and you can definitely start with one pound but you want to increase the weight on your dumbbells as time goes by-- you don't want to remain at 1lb for more than a month, otherwise you won't be burning anything. You have to challenge yourself. Another thing you want to do is use the dumbbells but incorporate lunges or squats at the same time, doing stagnant dumbbell raises won't burn enough calories on its own. 

Lastly, your diet is even more important than your exercise program. If you are eating 1400 calories of chips and chocolate then you aren't really trying hard to lose the weight. Commit to a well-balanced diet and you will see that you will lose a few pounds. Remember that you don't want to lose too much because you are already at a healthy range.
