Thank you for your question and welcome to Empowher. I had some serious knee issues when I was a kid and strengthening my thigh muscles helped considerably. I do still have a "ripping paper" sound when I squat up and down in one of my knees but there is no pain associated with it.
In regard to your situation, we certainly cannot diagnose you but I would take the time to get a second opinion. If you feel that strongly that you will dislocate your knees, this is an issue but you know your body well enough to know that there is something wrong. Keep us posted.
