A woman cannot get pregnant unless she has unprotected sex (both naked) with ejaculation inside (or rarely, on the opening of) her vagina. She would also have to be ovulating. If there was no sperm in/on your vagina there is no pregnancy risk. Sperm on a thigh is not going to get anyone pregnant. It will die there/dry off, it doesn't set out in search of a vagina!
As to emergency birth control - we cannot recommend (or not recommend) taking it, that is up to the woman herself. Read more about it so you understand the benefits/side effects and then make your decision.
