Ice can help ease puffy eyelids, as can placing cucumber slices over the eyes for 10 mins. Wet tea bags will also work.
Keeping well-hydrated will also help.
For a temporary fix, place egg whites on the eye bags and let them dry. Rinse off. The same with Preparation H, the hemorrhoid cream (not joking!). Both can help shrink bags.
For a more permanent solution (if you chose that eventually) you'd need surgery which is generally very successful.
