Breasts that aren't exactly alike are normal. In fact, most are slightly different from each other. At 13, you are just starting to develop and you will find differences at some stage, from size to firmness to nipple changes. This is normal and has no connection to cancer. If you have further concerns, talk to a trusted adult or your doctor when you have an annual meeting with her.
